浅论炼油企业安全管理模式的改进

BRIEF DISCUSSION ON THE IMPROVEMENT OF SAFETY MANAGEMENT MODE IN REFINING ENTERPRISES

简要介绍了国外的"工艺安全管理"模式,并对其在中国的发展和应用进行了分析,总结了目前炼油企业安全管理模式的优点和不足,同时也对其发展方向进行了展望。最后建议国内炼油企业的安全管理模式需要引入和落实"工艺安全管理"要素并进行完善,国内炼油企业应将安全管理能力作为企业的核心竞争力来重视和发展。

This paper introduces the overseas process safety management model briefly. And it analyzes its development and application in China. The paper summarizes the advantages and disadvantages of safety management model in the current oil refining enterprises. Meanwhile,it looks into the future of its development direction. Finally,the paper suggests perfecting the safety management model through introducing and implementing the key elements of process safety management in Chinese oil refining enterprises. And the enterprises shall attach importance to safety management ability and develop it as the core competitiveness of enterprises.
