基于平衡计分卡的某钢铁企业安全绩效考核

Safety Performance Assessment of an Iron and Steel Enterprise Based on the Balanced Score Card

由于现有安全绩效考核体系中存在着较多不足,为了提高企业的安全管理水平,深入推进安全标准化建设,减少事故发生率和经济损失,引入平衡计分卡的原理,从财务、客户、内部管理、学习与成长四个维度建立企业安全绩效管理体系。以某钢铁企业为例,采用平衡计分卡的思想,将安全绩效考核体系分为4个一级指标,19个二级指标,运用层次分析法确定各指标的权重,并根据企业实际的安全生产状况和调查访问,将安全绩效的综合考核结果分为5个等级,对其安全绩效进行考核。综合五位专家的考核结果,发现该企业的安全绩效管理存在着较多的不足,安全绩效考核结果偏向于一般等级,并针对其中存在的不足提出了具体的改进措施。

In view of the deficiencies in current safety performance assessment systems, this paper introduces the ra- tionale of the balanced score card to establish a safety performance management system from four aspects including finance, customer, internal management, learning and growth The system intends to improve the safety management level for enterprises and further promotes the construction of safety standardization, thereby reducing the accident occurrence and economic loss. Based on the idea of the Balanced Score Card and taking an iron and steel enterprise as an example, the paper divides the safety performance assessment system into 4 first-level indicators and nineteen secondary indicators,and employs the analytic hierarchy process （AHP） to determine the weight of each indicator. Then,the paper evaluates the enterprise＇ safety performance by classifying the comprehensive safety performance evaluation results into five grades according to the actual production safety situation and survey of enterprise. Final- ly, combined with five experts＇ assessment results, it is found that there are many deficiencies with the management of security performance in this enterprise and the assessment result tends to be the fair class, and furthermore the corresponding improvement measures are proposed.
