产业精准扶贫实施路径研究——基于网络化治理视角

A Study of Precise Industrialization Poverty Alleviation's Implement Paths——From the Perspective of Network Governance

鉴于目前产业扶贫实践中出现体制弊病、精英俘获、扶贫开发对象资源缺乏、贫困地区人力资本缺失、龙头企业社会责任缺失以及过分强调产业扶贫等现实困境,文章从网络化治理视角探索新时期产业精准扶贫的实施路径。文章以SX省产业精准扶贫试点工作为例进行研究,通过确定产业精准扶贫的使命及政府合作伙伴、建构伙伴关系、培养互信与落实激励以及加强政府网络治理能力建设等对策,为新时期产业精准扶贫的实施提供新的思路和对策。

Given the system shortcomings appeared in current industrialization poverty alleviation,elite capture,lack of resources,depletion of human capital in in poor areas,leading enterprises lack of social responsibility,and realistic difficulties such as too much emphasis on precise industrialization poverty alleviation,explore the path of industrial precision poverty of new era from the perspective of network governance practice is imperative. This paper take pilot program of precise industrialization poverty alleviation in SX Province as an example to study the precise industrialization poverty alleviation through the aims of precise industrialization poverty alleviation,partnership with government and measures such as cultivation of mutual trust,incentives implement and capacity building of government network management. It provides new ideas and paths for the implement of precise industrialization poverty alleviation in the new era.
