西藏农牧区生物质能发展现状及对策研究

Research on the Current Situation and Countermeasures of Biomass Energy Development in Tibet Agricultural and Pastoral Areas

西藏广大农牧区拥有丰富的生物质能资源,充分利用这一优势资源将有助于缓解偏远农牧区的能源贫困问题和缩小地区间的用能差距。文章对西藏农牧区生物质能的发展现状及存在问题进行了分析,提出了农牧区生物质能规模化发展,推广农牧区户用沼气,提高生物质能利用率,完善政府对农牧区的财政、税收等方面的政策和相应制度,加大农牧区生物质能技术创新的研发投入等建议。

the pastoral areas in Tibet has abundant biomass resources,make full use of this advantage would help ease poverty remote pastoral areas of energy,energy gap between the narrow region. In this paper,the biomass energy development present situation and existing problems of Tibetan farmers and herdsmen are analyzed,and puts forward the pastoral areas develop large-scale biomass,the household biogas promotion of farmers and herdsmen,improve the utilization of biomass energy,improve the government＇s fiscal,taxation and other aspects of pastoral areas of policy and the corresponding system,increase investment in pastoral areas of technological innovation in biomass energy research and development and so on.
