规范铁路装卸业务外包工作的研究与实践

Research and Practice on Standardizing Outsourcing Work of Railway Loading and Unloading

规范铁路装卸业务外包工作是推进铁路向现代物流转型发展的重要内容之一。针对铁路装卸业务外包管理中存在的相关规章制度尚不健全、装卸承包企业"弱小散"现象严重等问题,以依法合规、稳定有序为总要求,从进一步完善管理制度、规范装卸承包企业资质审查、明确铁路局与承包企业间的法律关系、依法规范铁路局对装卸承包企业的管理、加强铁路装卸作业外包工作的监督管理5个方面提出规范铁路装卸业务外包工作的对策措施。

It is one of the important contents to standardize the outsourcing work of railway loading and unloading to promote the transformation of railway to modern logistics. This paper points out the existing problems in the management of railway loading and unloading business, including the imperfect rules and regulation and the ＂small and small scattered＂ phenomenon of loading and unloading contracting enterprise, and it puts forward the measures to standardize the outsourcing of railway loading and unloading business from five aspects： to further improve the management system, to standardize the qualification examination of loading and unloading contracting enterprises, to clear the legal relationship between railway bureau and contracting enterprises, to regulate railway bureaus to manage the loading and unloading contracting enterprises, and finally to strengthen supervision and management of railway loading and unloading outsourcing work.
