空心化背景下非法吸收公众存款问题研究——以济宁唐口镇两起案件为例

The problem of Illegal Absorbing Public Deposits research under the background of “rural hollowing”——Jining Tangkou town as two typical cases

随着大量青壮年外出务工,农村出现了"空心化"的现象。"空心化"的独特农村社会现象与采用新形式、新手段的非法吸收公众存款犯罪相叠加,使农村留守老人成为非法吸收公众存款犯罪的被害群体。在"高回报"的诱惑与"虚假的繁荣"现象的蒙骗下,农村老年人受此类犯罪侵害案件越来越多,也形成了针对此群体的比较典型的新型特征。对此,本文结合具体案例,对此类犯罪的新特征、社会危害及其防控对策进行了具体分析。

Absrat： As a large number of young adults go out, vast rural areas appeared the ＂rural hollowing ＂phenomenon and the elderly was left. The unique ＂rural hollowing＂ social phenomenon and adopt new forms, new means of illegal absorbing public deposits,making rural left-behind elderly become the first infringement victim of the above crime. Under the ＂high returns＂ bait and fool ＂false prosperity＂phenomenon background, the rural elderly easily fall into the trap, at the meantime,it formed typical characteristics. This paper analyzes the new characteristics, hazards and measures of the crime,combinationed with specific cases.
