基于用地企业视角的土地资源配置效率研究

Study on Allocation Efficiency of Land Recourses from the Perspective of Industry Enterprises

研究目的:通过随机抽样调查,获取W城市3个开发区7个行业243家企业数据,基于C-D生产函数理论构建用地企业视角的土地资源配置效率测度模型,测算不同类型用地企业的土地资源配置效率。研究方法:数据包络分析方法。研究结果:大多数企业的土地资源配置效率都是DEA无效的,土地资源投入冗余值较大,配置效率低下;不同类型企业或同类型的不同企业之间土地资源配置效率的差异性显著。研究结论:当前企业在生产过程中的土地资源配置效率存在巨大提升空间,提升企业的土地资源配置效率是促进土地资源节约集约利用的重要措施之一。

During the rapid development of social economy and urbanization, land recourses provided the stable support for the economic development. We conducted an investigation in three economic development zones, to collect relevant data of industry enterprises. We obtain input and output data of two hundred and forty-three industrial enterprises of the seven sectors by random sampling survey. Based on the data, this paper constructed a model of land recourses allocation efficiency from the perspective of industrial enterprises applying C-D production function theory. The method of data envelopment analysis was also employed. The result shows that most of industrial enterprises are inefficient. Industrial enterprises occupy excessive land, which causes farmland resources loss and waste, and leads to low allocation efficiency of land recourses. It also turns out that different type of industrial enterprises or different enterprises in same type have different levels of allocation efficiency of land recourses. This paper suggests that the improvement space for land recourses allocation efficiency during the process of production is enormous. Trying to improve land recourses allocation efficiency of industrial enterprises is extremely important in that it can promote the economical and intensive use of land resources.
