空心村治理的困境与出路

Dilemma and Solutions of Hollow Village Governance

空心村是我国城乡经济发展的产物,我们既应看到其存在的必然性,也应采取措施缓解空心村问题。目前,国内主流的空心村治理思路只考虑地利而不考虑农民权益,没有厘清空心村的资源资产属性及其治理实质。空心村治理的困境是多重制度变迁的结果,其根源是乡村组织的治理能力和动力缺失。从空心村的公共池塘资源属性出发,要一手加强乡村建设规划,一手强化对违规建房的治理能力。依托非正式制度、培育社会资本,能够实现空心村治理的目标,促进村庄发展。

Hollow village is a product of the urban and rural economic development in our country, we should see the necessity of its existence and should take measures to ease the hollow village problems. Domestic mainstream hollow village governance idea considers land interests without considering the farmer′s rights and interests, and does not clarify hollow village resources, assets and governance essence. Hollow village governance dilemma is the result of multiple institutional changes, its root cause is that the capacity and power of rural organization is lost. From the public pool resources properties of the hollow village, we should strengthen the rural construction planning, meanwhile, strengthen the governing capacity for illegal building. Relying on informal institutions and fostering social capital advantage, we can achieve the goal of hollow village governance, and promote the development of villages.
