让道德重回人心

Let Morality Return to the Heart

从道德的本质和功能看,道德既有利于个人提升其人生价值,也有利于社会的良性运行,显然值得我们去追求。虽然在社会道德呈滑坡态势的背景下,我国社会经济总量确实一直在持续增长,但如果社会道德未滑坡,由于道德有降低交易成本的作用,那么我国的经济状况一定会比目前的状况要好很多,因而道德实际上也有可观的经济效益。现实社会中的人们不愿意去讲道德,主要是因为我们的止恶制度往往是负效的,不仅未能实际止恶,反而在纵容和鼓励作恶。要想让道德重回人心,可充分利用制度安排的后发优势来快速而高效地将各种负效止恶制度一一纠正过来。同时,还应做好两项宏观制度安排:一是社会征信制度体系;一是恰到好处的高福利社保体系。

From the nature and function of morality, morality is not only beneficial to the individual to enhance their life value, but also conducive to the healthy operation of society, it is clearly worth pursuing. Although China′s social morality is in the context of landslide situation, the total social and economic growth has indeed been sustained, but if the social morality should have not declined, because the morality has the role of reducing transaction costs, then our economic situation would be better than the current situation a lot, so the morality actually have considerable economic benefits. In reality, people do not want to talk about morality, mainly because our anti-evil system often has negative effect, it not only can not actually stop evil, but in conniving and encouraging evil. To make morality back to the heart, we can make full use of the advantages of late institutional arrangements to quickly and efficiently correct a variety of negative effects of evil system one by one. At the same time, we should do two macro-institutional arrangements：First, the social credit system;second, the high welfare social security system.
