论中国太空安全外交中的动态制衡战略

Dynamic Balancing: China's Diplomatic Strategy in Space Security

中国作为一个和平发展中的大国,要适应国家发展战略和安全战略新要求,高度关注太空安全,积极运筹使用各种类型权力,实行动态制衡战略,努力维护我国太空战略安全与合法权益。为此,我国应加快中国特色军民融合式航天力量发展,积极运用强制性权力手段进行非对称性和平反制;注重加强多极化过程中与俄罗斯等其他太空力量联手,利用结构性权力手段多边联合遏制太空霸权企图;积极参与联合国太空安全机制建构,利用制度性权力手段维护太空安全和稳定;大力推动涵括美国在内的多样化太空国际合作,利用生产性权力手段推动太空安全持续进化。

As a great power in peaceful development, China should meet new requirements of national development and security environment. Space security is one of the urging issues for China. In order to maintain national space security and interests, China needs to use collectively a combination of different sources of power, and pursue a dynamic balancing strategy. In specific, China should accelerate civil-military integration with Chinese characteristics to enhance space capabilities, and use coercive power for asymmetric peaceful balancing; focus on strengthening strategic ties with Russia and other space power to promote multi-polarity in outer space, and use structural power to contain space hegemony; participate in the construction of space security regime under the United Nations, and use institutional power to ensure space stability and security; and promote multi-faceted, US-included international cooperation in outer space, and use productive power to facilitate the enduring evolution of space security.
