Mechanism, Policy and Challenge of EU's Security Governance

尽管欧洲一体化已经取得一系列重要进展,但欧盟在安全治理领域依然面临诸多挑战和制约。欧盟安全治理的发展有赖于其治理机制的建立和有效运行。欧盟在超国家层面建立了较为严密的安全治理决策机制和执行机制,也制定了包括预防政策、保障政策、护持政策和强制政策在内的一整套政策。欧盟的这四类安全治理政策相互依赖,推动着欧盟一体化不断深化和发展。

Although EU has made a series of progresses on the European integration, EU still faces a lot of challenges and constraints in the area of security governance. The evolution and development of EU＇s security governance rely on the establishment and execution of its governance mechanism. EU has not only established rigorous policy decisionmaking mechanisms and enforcement mechanisms on the supra-national level, but also formulated a set of security governance policies including policies of prevention, policies of assurance, policies of protection and policies of compellence. These four security governance policies are interdependent and driving EU to stride forward to the deeper integration.
