摘要
近年来,我国城市水灾频发,严重影响了城市正常安全运行。城市水灾产生的原因是多方面的,而建设高标准的防灾工程体系是最关键且最重要的防灾措施。城市水灾防灾工程体系包括城市雨水的管理、排除和防止河水倒灌或洪水泛滥的一整套工程设施。我国将城市水灾防灾工程体系划分为5个单项工程:源头控制工程、雨水排水管网工程、内涝防治工程、排涝工程和防洪工程。5个单项工程互为上下游关系,定量化共同分担防止内涝灾害发生的责任。在5个单项工程中,建立城市内涝防治工程的规范标准和技术方法体系是当前的重点和难点。对此,应促进多专业协同合作,合理利用资源和资金,构建具有中国特色的城市水灾防灾工程体系,分清工程责任和管理责任,确保城市安全运行。
In recent years, floods have constantly struck Chinese cities, seriously affecting the security of the city. There are many causes of inner-city floods, constructing high-standard disaster prevention system is the most important measure. The city flood prevention system includes a complete set of engineering facilities for city rainwater management and clearing and for preventing water intrusion or the spread of floods. Our country divides the city flood prevention system into five modules: source control, rainwater drainage pipe network, inner-city flood prevention, drainage and flood control. The five modules constitute a whole work process, each one of them quantitatively sharing the responsibility to prevent inner-city flood disaster. Among the five modules, setting the standards and technical method system for inner-city flood prevention is the key and also the difficulty. For this, we should promote the multi-professional cooperation, make rational use of resources and funds to build a city flood prevention system with Chinese characteristics, differentiate responsibilities over engineering and manaffement, and ensure the safe oDeration of the citv.
