农村污水处理在特色小镇建设中的思考与实践

Consideration and Practice of Rural Sewage Treatment in the Constr uction of Characteristic Towns

住房和城乡建设部、国家发展改革委、财政部决定在全国范围开展特色小镇培育工作,明确提出,到2020年培育1000个左右各具特色、美丽宜居的特色小镇提升农村人民生活。这就要求进一步加大生态建设和环境保护力度,将城镇发展与新农村建设有机结合,建立以城带乡、互促共进的长效机制。与发达国家相比,我国农村污水处理存在资金投入不足、运营水平低下、标准严重缺失等问题。中国中车股份有限公司利用在农村小型分散式污水处理项目上的技术、资金和管理优势等,结合泛华集团在新型城镇化建设创新模式方面实践经验开展合作项目,在特色小镇建设中起到示范意义。

Ministry of Housing and Urban - Rural Development, National Development and Reform Commission, Ministry of Finance have decided to carry out a nationwide characteristic small town＇s cultivation, clearly put forward by 2020 to cultivate around 1000 distinctive, beautiful and livable small towns to enhance rural people＇s lives. This requires further efforts to increase ecological construction and environmental protection, urban development and the new rural construction of organic integration, the establishment of the city with the township, mutual promotion of the long-term mechanism. Compared with the developed countries, there are problems in China＇s rural waste water treatment, such as insufficient capital investment, low level of operation, lack of standard and so on.
