高水平行业特色大学具有创建世界一流学科的实力,是我国创建世界一流学科的重要力量。高水平行业特色大学应立足自身的现实基础和可能条件,借鉴美国一流大学特色发展、集群发展、均衡发展、协同发展的学科发展模式与经验,遵循学科发展规律,以中国特色为统领,坚持内涵发展,强化"四大建设",即以队伍建设为重点、本科教育为根本、科技创新能力为核心、一流大学文化为灵魂;实施"三项改革",即学科管理模式、资源配置、评价体系改革,破除功利的竞争与排名意识,努力建成一批世界一流学科。

The industry leader universities and high-level specialty universities have the conditions and strength to build world-class disciplines and they should be an important force in this trend. Such universities should draw on their advantages and the environment, learn from world first-class universities, coordinate and cooperate with their domestic peers for a more balanced and scientific development that emphasizes the Chinese reality and quality. In this process, attention must be paid to four fundamental dimensions, namely, team building, undergraduate education, scientific and technological innovation, and university culture. The universities should conduct reforms in discipline management, resource allocation, and evaluation. Also, they need avoid overemphasizing competition and ranking that tend to be too utilitarian.
