In order to reveal the "black box" of the translators" "mind", the Think Aloud Protocol (TAP) as an important empirical instrument was introduced to the studies of translation process. With the application of this research instrument, this study aims at investigating how language competence will influence translation process through observation of the differences between high-leveled English learners and intermediate-leveled English learners of their strategy usages. The study indicates that the high-leveled English learners are superior in variety, frequency, and to- tal number of strategies used in translation process. Besides, they are more capable of utilizing strategies to infer word meanings, analyzing sentence structures, and accommodating the source text to target text.
