城市饮用水源保护区生态补偿机制研究

Study on Ecological Compensation Mechanism of Urban Drinking Water Source Protection Area

饮用水源关系到城乡居民身体健康、社会稳定，而近年来饮用水源污染事件屡屡发生。城市饮用水源保护区面临着发展缺乏规划，参与主体缺位和激励机制失效等现实问题。本文通过综合国内学者研究的基础上，提出了饮用水源保护区需构建好三方互动的补偿主体机制，三大利益共享的补偿对象和五种互补的补偿形式。提出要从三个方面做好措施完善饮用水源生态补偿机制。

Astracts：Drinking water sources related to the health of urban and rural residents, social stability, and the source of drinking water pollution in recent years has occurred frequently. Urban drinking water source protection areas facing a lack of planning and development, and the absence of incentives to participate in the main failures and other practical problems. In this paper, based on a comprehensive study of domestic scholars proposed drinking water source protection areas need to construct a good interactive tripartite compensation body mechanism, the three shared interests compensated and compensation in the form of five kinds complementary. Finally, the ecological compensation urban drinking water source protection areas gives the corresponding policy recommendations, in order to provide ideas and countermeasures have reference for urban drinking water source protection of ecological compertsation.
