重庆市0～6岁儿童《出生医学证明》签发现状调查

Investigation on issuance status of birth certificate for 0-6-year-old children in Chonqing city

目的了解重庆市0～6岁儿童《出生医学证明》签发情况，调查家长对《出生医学证明》的知晓情况，探讨我市《出生医学证明》签发工作中存在的问题及相关影响因素。方法采用横断面调查的方法，对重庆市10个区县1861名家长进行问卷调查。结果参与调查的0—6岁儿童中，申领到《出生医学证明》者占97．44％，平均申领月龄为2．10个月。单因素分析显示，母亲文化程度、家庭年收入及儿童出生的医疗机构级别是3个月内办理《出生医学证明》的影响因素。90．07％的家长在儿童出生时已经知晓需要为其办理《出生医学证明》；通过医疗机构／医护人员途径知晓办理《出生医学证明》的家长比例最高（52．34％）；只有47．1％的家长知晓申领《出生医学证明》“需要提供父母有效身份证件及复印件”；62．16％的家长知晓《出生医学证明》有户籍登记的用途。至今未办理《出生医学证明》的家长，33．96％因为“缺乏相关办理的证明材料”。结论提高父母对《出生医学证明》的知晓率及重视程度，才能够进一步提高《出生医学证明》的申领率。制定符合本市实际情况的《出生医学证明管理办法》，加强医疗机构签发环节的监管。

Objective To understand the issuance status of birth certificate for 0-6-year-old children in Chonqing city, survey the awareness status of parents about birth certificate, explore the existing problem and related influencing factors of birth certificate issuance in Chongqing city. Methods A cross-sectional survey was conducted to investigate 1 861 parents in ten districts （counties） of Chongqing city. Results Among the children aged 0-6 years old, 97.44% of them issued birth certificate, the average age of issuance was 2. 10 months. Univariate analysis showed that maternal educational background, annual family income, and the level of hospitals were influencing factors of birth certificate issuance within three months after birth; 90. 07% of the parents knew that they had to issue birth certificate for their babies; 52. 34% of the parents knew birth certificate issuance from hospitals/doctors and nurses, which was the highest; only 47.1% of the parents knew that parental valid identity card and copy were necessary when issuing birth certificate; 62. 16% of the parents knew that the purpose of birth certificate issuance was household registration. Among the parents who had not issued for their babies until now, 33.96% of them lacked related certification materials of issuance. Conclusion Improving awareness rate and consciousness of parents about birth certificate can further improve the issuance rate of birth certificate, management method of birth certificate should be developed according to the actual situations in Chongqing city, and regulation of birth certificate issuance in hospitals should be enhanced.
