摘要
中等强国的对非洲政策是非洲研究中逐渐受到重视的领域。第二次世界大战结束至今,澳大利亚作为中等强国的对非洲政策经历了较为复杂的发展过程。从二战后利用联合国、英联邦等多边机制关注非洲事务,尤其是南非种族隔离问题,到2007—2013年间陆克文和吉拉德政府多面向的“新接触政策”,再到阿博特和特恩布尔政府对非洲大陆的兴趣相对转弱,澳大利亚对非洲政策呈现出非线性的诸多特点。陆克文和吉拉德政府的对非洲政策遗产仍继续推动着澳非关系的发展,但是现阶段澳大利亚政府对非洲政策的兴趣不足可能制约未来更紧密的澳非合作。目前,特恩布尔政府的对非洲政策处于新一轮的调整阶段,澳非关系的后续发展需要学界持续关注与跟踪研究。
Middle power' s Africa policy is gradually gaining prominence in the field of African studies. Since the end of World War Ⅱ, Australia' s Africa policy has experienced complex changes. From the use of the UN, the Commonwealth and other multilateral mechanisms for African affairs, especially the problem of apartheid in South Africa, to Kevin Rudd and Julia Gillard ' s new engagement with a new Africa, and then to Tony Abbott and Malcolm Turnbull' s relatively weak interest in African affairs, Australia's foreign policy towards Africa presents nonlinear characteristics. Although Kevin Rudd and Julia Gillard s Africa policy heritage continues to promote the development of the Australia - Africa relations, the lack of dynamics of the current government in Africa may restrict the future cooperation. At present, Malcolm Turnbull' s Africa policy is under adjustment. The development of the Australia- Africa relations needs more attention of the academia.
