摘要
基于"要素市场扭曲阻碍我国水资源利用效率的提升"这一假设,文中利用包含距离函数的SFA模型与反事实计量的方法,对2008-2013年我国的水资源利用效率进行测算并测度其提升空间。结果表明:要素市场扭曲会在一定程度上导致我国水资源利用的无效率;如果可以消除地区间的要素市场市场化进程差异,可以提升我国10%的水资源利用效率,并且减少经济活动中500亿m3的水资源损失。因此进一步推动我国的要素市场市场化建设,发挥市场在资源配置中的基础性作用,对保持我国经济的可持续发展具有重大的现实意义。
Based on the hypothesis of " factor market distortion impede the improvement of water utilization efficiency in China",we made an analysis on the factor market distortion's influences on the efficiency of water utilization in China from 2008-2013 by using SFA model and anti-metering facts. The main findings are: Factor market distortion led to the inefficient use of water resources in China; If we eliminated the inter regional differences in the process of factor market development,we could improve 10% of the efficiency of the use of water resources in our country and reduce 5 × 1010 cubic meters of water loss. Therefore,promoting the construction of factor market and playing the basic role of the market in resource allocation have great practical significance to maintain the sustainable development of China's economy.
