强政府困境与地方治理创新——基于X市H区“共同缔造”案例

Strong Government Dilemma and Local Governance Innovation: Based on A Case Study of District H City Z

在中国治理转型的背景下,地方政府围绕"社会建设"议题开展了各种形式的治理创新,其核心在于通过放权来调整国家与社会的关系,从而有效回应地方治理中的"强政府困境"。然而,在"强政府、弱社会"的基本格局下,社会建设又往往呈现出一种"政府造社会"的吊诡逻辑。本文基于东部沿海X市H区的"共同缔造"的案例,在具体的社会语境中讨论地方治理创新的实践逻辑。"共同缔造"是自上而下与自下而上两股力量合力的结果,即行政体系逐级传递的政治压力和社会层面的倒逼力量共同造就的治理机制。相比于现实的治理改善,地方治理创新的深层意义在于推动政府与社会关系的重构,使其从"治理与被治理"转向伙伴关系。通过政策理念到行动实践的深入分析,本研究也揭示了"政府造社会"的实践路径及其局限。

In the context of China's governance transition,there have been various kinds of innovation regarding social construction in the area of local governance,focusing on reconstructing the relationship between the state and society,as a response to the strong government dilemma. Under the circumstance of strong government and weak society,the government still takes charge of the social constructions process. Based on a case study of District H of City Z in the Southeast of China,this paper analyses the logic of governance innovation in local context. The co-building process in District H is the result of mutual interaction of top-down force and the bottom-up one. We stress that the reconstruction of statesociety relationship,which was turned into a partnership instead of the'ruler and the ruled',lies in the local governance innovation. Through examining the process of idea formation and actual policy practices,we discuss the possibility and limitation of social construction by government.
