“十三五”农村饮水提质增效工程融资模式探讨与分析

Discussion and analysis on financing mode of rural drinking water quality improvement and effect increase project during the‘13th-five-year'plan

保障农村饮水安全是一项长期任务,"十三五"期间,按省市规划要求,实施农村饮水提质增效工程,使广大农村居民喝上更加方便、更加稳定、更加安全的饮用水。任何项目的实施,资金是建设的基础,是项目得以实现的保障,本文结合滨州市饮水工程中存在的问题和管理情况,重点论述了几种饮水融资模式。

Guarantee of rural drinking water security is a long-term task. Rural drinking water quality improvement and effect increase project was implemented according to requirements in provincial and municipal plan during the ‘13th-fiveyear＇plan; thereby rural citizens can drink more convenient,more stable and safer drinking water. Fund is the foundation of construction during implementation of any project. It is the guarantee to realize the project. In the paper,problems and management conditions of Binzhou drinking water project are combined for mainly discussing several drinking water financing mode.
