Management maintenance experience exchange in Huoshan County small water resources project

近年来,我国兴建了很多水利工程,其中大中型水利工程多已成立了管理单位,有机构、人员、经费。但小型水利工程管护责任仍由县级及以下的基层单位承担,很多工程建后"重建轻管"思想严重,造成工程损毁严重、运行失灵,严重影响了效益的发挥。本文详细介绍了霍山县小型水利工程管理养护的一些做法以及取得的成效。

A lot of water resources projects have been built in China in recent years. Management units which possess organization,personnel and funds have been established in most large and medium-sized water resources projects.However,grassroots units at the county level and lower level are responsible for management and protection responsibility of small water resources project. The idea of ‘emphasizing construction and ignoring management ＇ is serious after the construction of many projects,thereby leading to serious destroys of project and operation failure,and affecting the exertion of benefits seriously. In the paper,some practices and achieved effects of management maintenance in small water resources projects of Hoshan County are introduced in the paper in detail.
