摘要
《欧洲语言共同参考框架:学习、教学、评估》(以下简称"《欧框》")在欧洲地区外语教育界的影响可谓"无处不在"。汉语外语教育要在欧洲确保可持续发展,就须解决其标准如何与《欧框》接轨,即汉语标准本土化的问题。2010—2012年进行的"欧洲汉语能力基准项目"就是这一努力的具体体现。尽管项目成果《欧标》仍然有待完成和完善,但其对欧洲汉语外语教育的存在与可持续发展都意义重大。本文旨在对《欧框》和《欧标》产生的背景做简要回顾的基础上,着重介绍《欧标》的研发过程和内容成果,并对其现状与发展及对欧洲汉语外语教育发展之影响提出笔者自己的一些分析和看法。
The Common European Framework of Reference for Languages(CEFR) has a dominant impact on the foreign language learning and teaching in Europe, and all language teaching is benchmarked against it. Chinese language teaching, if aiming to develop sustainably in Europe, also needs to be in line with the CEFR; in other words, a localized framework of standards for Chinese as a foreign language is needed. This was the context in which the European Benchmarking Chinese Language Project(EBCL 2010-2012) came about. While it only came up with a limited range of language competencies, EBCL was the first non-native European language benchmark project sponsored by the EU, thus significant in its own right for the development of Chinese teaching in Europe. While focusing on introducing the project in terms of its process and the outputs, i.e. the cando statements of A1 and A2 levels, with seven accompanying supporting documents, this article also comments on the characteristics of the project and its future development.
