医院体外诊断试剂管理模式实践与改进

Discussion on the Practice and Experience of the Management Mode of the in Vitro Diagnostic Reagent

目的探索医院体外诊断试剂管理模式及规范化的管理流程。方法根据太和医院体外诊断试剂管理模式,分别从采购供应管理流程、供货付款考核核算实施办法、价格成本核算等方面进行探讨。结果医院自1998年成立体外诊断试剂管理部门以来,实行集中统一采购,结合竞价招标、议价谈判及成本核算方式购买,促使试剂价格降低;采购品种实行优化组合采购,供货单位由当初的118家减少至45家服务信誉好的单位;采购计划报送借助OA办公自动化和QQ软件工作平台,由当初26个不同专业科室自行采购,缩减至1个试剂采购部门统一采购和管理,实施了网络信息化传输及管理,极大地提高了工作效率和工作质量;有效地减少了同一个检验试剂在不同科室的使用,或厂家不同、价格不同、供货单位分散、价格高、供货及付款结算单位多等情况。结论加快提高医院体外诊断试剂规范化管理水平,可以提高医疗管理质量和工作效率。

Objective To introduce the management mode of the hospital in vitro diagnostic reagent,and to explore the standardized management process.M ethods According to Taihe Hospital＇s in vitro diagnostic reagents management mode,the supply management process,delivery payment examination accounting measures for implementation,and cost accounting were discussed.Results Since the establishment of the in vitro diagnostic reagent management department in Taihe hospital in 1998,the implementation of centralized procurement,combined with bidding,bargaining and cost accounting methods to buy and promote the price reduce of reagents.The optimization of the procurement was carried out,eliminating the original 118 supply units to 45 with reputable service.Procurement plans submission was optimized with the aid of OA office automation and QQ software platform,changing the situation of original 26 different professional departments collecting procurement on their own,to a unified procurement and management department;the implementation of network information transmission and management greatly improved the efficiency and quality of work.Effectively reduced the use of different departments of the same test reagents,or problems of different manufacturers,different prices,scattered supply units,high prices,delivery,payment and settlement units,etc.Conclusion It is an important content of the current medical quality management to speed up the standardization management of the hospital in vitro diagnostic reagent.
