苏南制造业服务化企业比例高于全国平均,服务化创新业务类型多,相对利润率较高,大型制造企业出口服务行为普遍,但在产量促进型产业政策下,总体上苏南制造业企业服务化创新意愿尚不强烈,服务化创新的人才支撑不够。为此要推动区域产业政策优化,形成苏南五市从供给侧协同推进制造业服务化创新新格局:一是加强制造业服务化政策宣传,激发制造业企业开展服务化业务的积极性;二是产业政策要从"选择赢家"转向创造公平竞争市场环境,更加注重需求端响应;三是为制造业企业育聚服务化创新人才。

Industrial policy and regional competition affect the degree and direction of the Southern Jiangsu man- ufacturing industry servicing. The proportion of South Jiangsu manufacturing industry servicing enterprises is higher than the national average, innovation types of servicing businesses are various, with relatively high profit margins, and the export servicing for the large--scale manufacturing enterprises is common, but under the produc- tion promotion industrial policy, generally, the Southern Jiangsu manufacturing enterprises do not have a strong in- tention of servicing innovation, and innovative talents of servicing are not enough; Therefore, some measures should be taken. The first is to strengthen the propaganda of manufacturing service policy; The second is that the design of industrial policy should be turned from ＂winners--oriented＂ to the creation of fair competition market environment; The third is that industrial policy tools are supposed to change from ＂production--oriented＂ to paying more attention to the response of demands; The fourth is to foster and cultivate personnel of service innovation; The fifth is to strengthen regional industry eoordinationl forming a new pattern that the five cities in Southern Jiangsu promote the innovation in manufacturing industry from the supply side.
