摘要 近年来,在社会治理创新的背景下,我国社会组织不断发展壮大,并日益活跃在社会民生服务的各个领域,在提高公共服务和社会福利水平方面做出独特贡献。目前,我国一些地方,如上海、浙江、深圳、广东等地的社会组织在参与公共就业服务方面已经进行了有益的探索和尝试。但从总体上看,社会组织参与就业服务仍处于起步阶段,还存在诸多主客观因素影响社会组织就业服务供给的可持续发展。本文基于上海市的情况,深入分析了目前影响本市社会组织参与公共就业服务的障碍因素,并据此对社会组织参与就业服务的实现路径提出有针对性的具体对策,以期为政府部门引导和支持社会组织参与公共就业服务供给提供有益的决策参考。 With the innovation of social governance,China's social organizations have gradually developed and got active in all areas of social service,which have also made unique contribution to improving the level of public service and social welfare in recent years.At present,Social organizations of Shanghai,Zhejiang,Shenzhen,Jiangsu have conducted some useful attempts and experiments in terms of public employment service.Generally,however,the participation of social organizations in public employment service s still at its primary stage,and both subjective and objective factors have hindered the sustainable development of delivery of public employment service.Based on the survey conducted in Shanghai,the paper deeply analyzes the obstacle factors which affect the participation of social organization in public employment service and puts forward specific measures in order to provide reference for government decision to guide and support social organizations to participate in public employment service.
