精准扶贫视角下扶贫移民成本分担机制的构建

Construction of Cost-sharing Mechanism of Alleviating Poverty Migration under Targeted Poverty Alleviation

扶贫移民作为精准扶贫的重要组成部分,是一个复杂的、投入巨大的涉及搬迁安置及移民后续发展的系统工程。随着经济社会发展,移民成本不断攀升,政府财政压力不断加大,而地方政府整合资金投向不准的问题依然存在。对此,应按阶段将移民成本分为安居成本和发展成本,探索建立政府、社会、个人"三位一体"权责分明的成本共同分担机制,同时,要改革和创新农村产权制度、财税制度和社会力量准入和激励制度,为扶贫移民成本长效分担机制提供完善的制度保障。

As an important part of targeted poverty alleviation,migration for alleviating poverty covers moving resettlement and follow-up development of immigrants. It is a complex system engineering with huge input. Migration costs are continuously rising and the financial pressure for government is increasing with the development of society and economy. There is also the problem of inaccurate investment of integrated funds by local government. So we should divide the migration costs into settlement cost and development costs based on phase,and try to establish the cost-sharing mechanism with clear responsibility and authority of'trinity'including government,society and individuals. Meanwhile,we should reform and innovate rural property system,fiscal and tax-collecting system and social power admission and incentive system,so as to provide better system guarantee for long-acting costs sharing mechanism of alleviating poverty migration.
