摘要
现阶段书面劳动合同签订率低,既有用人单位的原因,也有劳动者自身的原因,劳动保障监察不力也是主要原因。应进一步降低社会保险费率,提高用人单位和劳动者签订书面劳动合同的主动性和积极性。同时,应加大劳动保障监察力度,将不签订劳动合同的法律责任落到实处。
Currently, the labor contract signing rate is low, which has something to do with both the units and the la- bors themselves. Besides, the labor security supervision is one of the main reasons as well. Social insurance rates be re- duced to improve both the employers and the employee' s signing the written labor contract initiative and enthusiasm. At the same time, the supervision of labor security be strengthened as well, as well as the legal responsibility of the labor contract not signed.
