清末民初,社会的经济水平低下和政府财政乏力,造成公园建设与管理经费的困顿。以近现代宁波公园为例,通过对相关史料的分析和考察发现,为解决公园经费问题,地方士绅、政府、民众、商人等均参与其中,尤以商人最为积极,形成了多元经费来源与筹措方式,为公园的兴建奠定了重要基础。近现代宁波公园经费的筹措,对当下市政建设带来许多重要启示,如有效发展社会经济、重视传承历史传统文化、政府专项资金支持、注重社会团体力量等。

From late Qing Dynasty to early Republic of China, underdeveloped economy and inadequate governmental financial fund resulted in financial difficulty for park construction and management. Take Ningbo parks in modern times as an example, the analysis and survey on relevant historical data reveal that local gentry, government, natives, and merchants were all involved in efforts to solve the financial problem for park construction and management. Among them merchants were most active. That formed the collecting approach of raising fund from various sources and laid the important foundation for park construction. This case study enlightens us that in the present urban construction we must develop social economy in an effective way, and we must emphasize the importance of inheriting historical and traditional culture, government ought to support it by offering special fund, and the effect of social organizations should be noticed.
