对政府主导跨流域调水生态补偿的思考

跨流域调水的生态补偿是平衡跨流域调水中调水区与受水区利益的办法,也是水生态保护的重要手段。我国的水资源权属制度决定了政府在调水中处于主导地位,政府主导也有效地解决了跨流域调水涉及面广、所涉利益复杂、补偿方式需要多样化的问题,也符合了水资源的公共产品的特征。但是,目前我国政府主导的跨流域生态补偿也存在着法律不完善、补偿资金规模小、补偿方式单一等一系列的问题亟需解决。因此,我们需要借鉴国际先进经验,结合我国的实际情况,在政府主导的原则下引入市场配合和公众参与,多方面拓宽生态补偿资金的来源,构建我国的跨流域调水的完善法律制度。

Cross river basin ecological compensation is the solution to balance the inter-basin water transfer area of water transfer,and is an important method of water conservation. System of ownership of water resources in our country determines the government in a dominant position in the water. Government also can effectively solve the inter-basin water transfer is broad and complex interests involved,the compensation way need a variety of problems,also accord with the characteristics of water resources of public products.But,at present our country exists across river basin ecological white leaves of government-led law imperfect,small scale,single compensation method of compensation funds and so on a series of problems need to solve,therefore,we need to learn from advanced international experience,combined with the actual situation of our country,the government introduced under the principle of market cooperation and public participation,multifaceted broaden the ecological sources of compensation funds,build the inter-basin water transfer of perfecting the legal system of our country.
