海洋是人类福利的重要来源,海洋福利作为从海洋生态系统服务和福利经济学衍生出来的概念,主要指人类因生存和发展需要,由政府和社会提供的以海洋利益为内容的公共利益,是社会福利的一部分。生态需求理论、生态主义福利观与海洋生态系统的社会福利功能构成了海洋福利这一概念的理论基础。它的独特战略价值体现在,海洋福利是海洋经济社会发展到一定阶段的必然结果;是建设海洋强国、应对海洋资源环境生态约束的必然选择;是海洋生态文明建设的必然要求。为实现其价值,今后应对海洋福利的科学内涵与外延的、海洋福利的科学评价体系及海洋福利制度开展更深入研究。

Theocean is an important source of human welfare,and marine welfare is part of it.The paperanalyzedthe theory of ecological needs,ecological benefits and social benefits of marine ecosystems which constitute the theoretical basis of marine welfare.The authorargued that marine welfare is the necessary result of the marine economic developmentand the inevitable choice of the construction of the sea power,dealing with the ecological constraints of the marine resources,and the necessary requirement of the construction of marine ecological civilization.In order to realize its value,we should further study the marine welfare＇s scientific connotation and extension,the scientific evaluation system and the marine welfare system.
