中国海洋文化从性质上看,既是历史现象,也是社会现象。中国海洋文化是中国人民基于物质文化和精神文化而创造出的文明形态,是基于海洋历史、地理、风土人情、传统习俗、生活方式、文学艺术、行为规范、思维方式、价值观念以及海船、航海、海洋科学等等诸多要素历经传承的凝练,是中华文化的有机组成部分。中国海洋文化研究的理论价值在于弘扬中华海洋文明,为推进国家经济社会发展和维护国家海洋权益提供不竭的智力支持。新时期构建中国海洋文化理论体系,应该坚持理论创新、机制创新和体系创新,以科学的理论引导,并开创海洋文化研究的新局面。这是文化功能性的现实体现,也是时代所赋予的历史使命。

China＇ s ocean culture is both a historical phenomenon and a social phenomenon in nature. It is a form of civilization created by the Chinese people on the basis of the material and spiritual cultures. It is the historical transmission and condensation of various factors,including maritime history,geography,local customs and practices,traditional customs,life style,literature and art,code of conduct,thinking modes,values,ships,navigation and marine science,and constitutes an organic part of the Chinese culture. The theoretical value of the study of China＇ s ocean culture lies in carrying forward the Chinese ocean civilization,and providing inexhaustible intellectual support for promoting China＇ s economic and social development and safeguarding national marine rights and interests. In the new era the construction a theoretical system of China＇ s ocean culture should stick to theory innovation,mechanism innovation and system innovation,and create a new situation of the study of ocean culture with the guidance of a scientific theory. This is both the practical embodiment of cultural functionality and a historical mission endowed by the times.
