摘要
在科学国家化发展时代,政府成为研发活动的重要资助者。研究政府如何资助研发活动是当代科技政策研究的一项重要课题。本文以日本为例展开有关统计数据的调查和分析,描述日本政府研发资助体系及演变趋势,着重探讨了竞争性经费的分配模式及相关的制度配置,以供关注我国科研经费分配体制改革的决策者和研究者参考。
In an era of science nationalized, the government becomes an important funder of R&D activities. So how to finance the R&D activities is a major subject of S&T policy research. This paper mainly analyzes the R&D financial-aid system of Japan and its evolution based on relevant research and analysis on statistics data about Japanese R&D funds, and discusses distribution mode of the competitive funds and relevant system allocation, which are reference for decision-makers and researchers focusing on the reform of China's research funds distributing system.
