Research on R&D Financial-aid System in Japan

在科学国家化发展时代,政府成为研发活动的重要资助者。研究政府如何资助研发活动是当代科技政策研究的一项重要课题。本文以日本为例展开有关统计数据的调查和分析,描述日本政府研发资助体系及演变趋势,着重探讨了竞争性经费的分配模式及相关的制度配置,以供关注我国科研经费分配体制改革的决策者和研究者参考。

In an era of science nationalized, the government becomes an important funder of R＆D activities. So how to finance the R＆D activities is a major subject of S＆T policy research. This paper mainly analyzes the R＆D financial-aid system of Japan and its evolution based on relevant research and analysis on statistics data about Japanese R＆D funds, and discusses distribution mode of the competitive funds and relevant system allocation, which are reference for decision-makers and researchers focusing on the reform of China＇s research funds distributing system.
