初探我国城市公立医院监察行使院内监督管理的途径

新医改全面推进我国城市公立医院运行体系改革,彻底去除公立医院行政化,加强我国城市公立医院运营管理监督与制约,充分发挥医院监察行使院内监督管理职能,这已经成为我国城市公立医院内部控制管理改革的新课题。该文分析我国城市公立医院监察现状,结合新医改,从5个方面提出加强我国城市公立医院运营管理的监督,建立起我国城市公立医院院内监督管理机制;加强我国城市公立医院监察部门职能转变;建设一支专业化、职业化的城市公立医院监察人员队伍;加强监察人员队伍岗位培训,培养维护城市公立医院公益性的捍卫者;促进医院内监督管理制约机制建设规范化,积极探索我国城市公立医院监察行使院内监督管理的途径。

The new medical reform extensively pushes forwards the operation system reform of urban public hospitals in our country and completely removes the administration of public hospitals, enhancing the operation management supervision and restriction of urban public hospitals in our country and fully developing the hospital＇s function of supervision and exercise of in-hospital supervision and management have already been the new topic of controlling management reform in the urban public hospitals. The paper analyzes the supervision status of urban public hospitals in our country and puts forwards that we should enhance the operation management supervision of urban public hospitals in our country and establish the in-hospital supervision management mechanism of urban public hospitals, enhance the operational change in the supervision department in the urban public hospitals in our country, establish a professional and occupational supervisory personnel in urban public hospitals, enhance the position training of supervisory personnel, cultivate the defenders that maintain the public welfare of urban public hospitals, promote the standardization of construction of in-hospital supervision and management mechanism and positively explore the route of supervision and exercise of in-hospital supervision and management by urban public hospitals in our country from five aspects combined with the new medical reform.
