乡贤参事会在乡村治理中的功能研究——以浙江省德清县为例

Study on the Functions of Rural Sage Council in Rural Governance——A Cace Study of Deqing in Zhejiang Province

本文以浙江省德清县乡贤参事会为例,总结乡贤参事会在乡村治理中的文化教化、政治参与、经济促进和社会调节四大功能,剖析其面临法律地位难以确定、群众自主性不强、运行机制不健全、存在功能异化风险等影响功能发挥的限制性因素,并提出培育乡贤参事会发展的土壤、建立权责明晰的主体关系和完善乡贤参事会运行机制三条建议。

Taking rural sage council in Deqing of Zhejiang province as an example, this paper summed up four functions of rural sage council in rural governance including culture enlightenment, political participation, economic promotion and social adjustment,and analyzed the limiting factors influencing the exertion of its functions such as legal status was difficult to determine, the autonomy of the masses was not strong, its operating mechanism was not perfect, and there were risks of functional alienation, and put forward three proposals on building the development soil for rural sage council, establishing clear relationships of rights and responsibilities between subjects and improving running mechanism.
