摘要
首先介绍了构建综合应急通信系统的背景和发展现状,然后说明了构建需求和目标。在此基础上,从用户需求、时间维度和空间维度三个方面详细阐述了构建方案。
In this paper, backgrounds of building integrative emergency communication system are introduced. Then, construction requirements and objects are explained. Based on above elaborations construction plans are expounded in detail from three aspects, i.e. user requirements, time dimension and space dimension.
