检察机关刑事速裁试点成效及完善建议

Study on the effects of criminal speed-judging pilot and suggestions to improve in procuratorial organs

2014年8月重庆地区部分检法机关正式启动快速办理刑事速裁案件的试点工作,以期进一步推动刑事案件的繁简分流,缓解检法系统案多人少的矛盾。作为重庆地区的试点检察院之一,重庆市N区人民检察院大力加强与N区法院和N区公安分局的沟通协调,同时在单位内为速裁案件的办理畅通渠道。N区人民检察院速裁试点工作主要由公诉部门承担,围绕既能快速审查起诉速裁案件,又能保障案件质量;既能优化派员出席法庭支持公诉,又能保障诉讼监督的实战经验进行探索、总结和梳理,以期对刑事速裁程序的最终定型有所裨益。

In August, 2014, a number of judicial organs in Chongqing started the pilot work of quickly handling of criminal speed-judging cases, with a view to further promoting the diversification of the criminal cases and alleviating the contradictions of the system. As one of the pilot procuratorates in Chongqing, People＇s Procuratorate of N District in Chongqing greatly strengthen the communication and coordination between the Court and the Public Security Bureau of N District, and smooth the channels in the unit for handling the speed-judging cases. The pilot work of People＇s Procuratorate of N District is mainly undertaken by the public prosecution department, which can quickly review the prosecution case and guarantee the quality of the case; can not only optimize the dispatcher to attend the court to support the prosecution, but also protect the actual experience of the legal supervision to explore, summarize and sort out, with a view to benefit the ultimate finalization of the criminal speed-judging procedures.
