法官办案质量终身负责制探究——司法改革背景下的宏观思考

Probe into the life-long responsibility system of the quality of judge's handling cases---Macro-thinking in the background of judicial reform

党的十八届四中全会《决定》提出"法官办案质量终身负责制"制度,用来解决我国冤假错案问题。从宏观视角上看,要实现预期目标,还需要进一步的推进司法体制改革。该制度的运行发展受到民众和媒体的关注,人们期待其和"错案责任倒查问责制"一起供良好的运行条件。

＂Decision＂ of The Fourth Plenary Session of the 18 th CPC Central Committee put forward ＂the life-long responsibility system of the quality of judge＇s handling cases＂, which can solve the problem of miscarriage of justice. In this paper, from the macro perspective, the author believes that to achieve the desired goal, we need to further promote the reform of the judicial system and raise the attention of the public and the media,expect it can be provided good operating conditions together with ＂the accountability system of backward checking responsibility of misjudged cases＂.
