国家自考录像回放工作的规范管理研究

Research on standardized management of replaying video work for national self-study examination

国家高等教育自学考试凭借良好信誉吸引及帮助社会各类人员提升学历或教育素养。近年来自考违规考生人数逐年增加,严重威胁国家自考信誉。2012年新修订的《国家教育考试违规处理办法》中增加规定:考试机构要回放考场监控录像,检查发现并严肃处理违规考生。处理办法明确基层考试机构要回放录像检查、发现及处理违规考生,但是,没有提出具体工作程序或操作细则。本文通过以辽宁省自考回放录像工作的管理现状和当前存在的问题,根据国家有关法律法规,结合基层考试机构工作实践,明确规范管理的必然性和思路,研究回放录像发现及处理违规考生的规范管理,包含组织领导、分发、查看、复核、定位核查、处理、总结归纳等多项具体内容,为今后回放录像发现及处理违规考生工作提供帮助和指导。

The national self-study examination of higher education attracts and helps all kinds of social workers to improve their educational background or educational quality by the good reputation. In recent years, the number of irregularities in self-study examination increased year by year, which is a serious threat to the credibility of national self-study examination. In 2012, provisions were added in the newly revised ＂ Measures to Handle the Irregularities in National Examination＂ ： the examination institutions should replay the videos in the examination rooms to check, find and seriously deal with the violated candidates. The Measures has clarified that grass-roots examination agencies should replay the videos to check,find and deal with the violated candidates,but has not proposed specific work procedures or operating rules. Based on the current situation of management and current problems in Liaoning Province, according to the relevant state laws and regulations and combined with the practice of the grass-roots examination institutions, this paper clearly defined the necessity and thinking of standardized management,researched the standardized management of replaying the video to check and deal with the violated candidates, including organization and leadership, distribution,check, review, location verification,processing, sum up and other specific content, to provide assistance and guidance for future replaying the video to check and deal with violated candidates.
