社会建设“新常态”与民族地区政府社会治理面临的挑战

The New Normal of Social Construction and the Challenge in Social Governance of the Governments in Ethnic Regions

随着我国经济步入"新常态",社会建设与治理也迈入了一个新的历史发展阶段,呈现出一些新特征与新诉求。社会建设"新常态"为民族地区实现跨越式发展提供了良好的战略机遇,也给政府的社会治理带来了一系列压力与挑战。贫困与反贫困、经济发展滞后与区域经济跨越式发展、生态环境脆弱与生态环境保护、基础设施建设落后与基本公共服务供给、人力资源匮乏与人才竞争力提升、社会不稳定因素增加与民族地区社会稳定等问题,是目前民族地区政府社会治理面临的主要矛盾与挑战。促进和实现民族地区基本公共服务均等化、民族事务治理法治化、社会治理现代化以及各民族共同繁荣发展,是民族地区应对各种挑战并如期全面建成小康社会的基本路径与战略选择。

With the new normal of economy,China＇ s social construction and governance have entered a new stage of development,presenting new characteristics and new demands. The new normal of social construction has provided a good strategic opportunity for ethnic regions to realize a great-leap-forward development,and at the same time,it also brought about a series of pressures and challenges to governmental social governance which are the conflicts between poverty and anti-poverty,backward economic development and a great-leap-forward development of regional economy,fragile ecological environment and the protection of it,backward infrastructure construction and the basic public service supply,the shortage of human resources and the rise of talent＇ s competitiveness,and the unstable social factors and social stability of ethnic regions.The basic path and strategic choice for these regions to deal with the challenges and build a well-off society in an all-round way in time are promoting equal basic public service,managing ethnic affairs by the rule of law,modernizing social governance,and realizing common prosperity and development of all ethnic groups in ethnic regions.
