玛纳斯河流域用水效率与产业结构耦合协调分析

Coupling coordination analysis of water efficiency and industrial structure of Manas River Basin

分析了玛纳斯河流域2001-2013年用水效率、产业结构特征,以及两者之间的耦合协调情况。结果表明：研究期内流域用水效率比较高,近几年还有上升的趋势;2005年以来,流域第二产业发展迅速,第三产业发展缓慢上升;流域产业结构稳步调整,合理化程度高,高级化程度偏低;流域各地区在产业结构基本特征和变化特征方面存在差异;流域产业结构基本特征和变化特征与各地区相关的角度和程度各不相同;流域用水效率与产业结构的变化速度之间耦合协调性低,相互影响不明显,与产业结构合理化和高级化方面联系密切,地区差异不明显。水资源对于玛纳斯河流域经济社会的发展至关重要,只有制定和严格实施综合性的措施,才能保证水资源得到高效合理的利用,并保障区域全面可持续发展。

This paper analyzes the water-use efficiency,industrial structure characteristics and their coupling and coordination relationship of Manas River Basin from 2001 to 2013. The results show that in the study period the water-use efficiency is high and has a rising trend in recent years; the second industry develop rapidly since 2005,and the third industry rises slowly;the industrial structure adjusts steadily,and rationalization degree is high,but high-level degree is low; the industrial structure and change characteristics in various localities are different and their correlation with the areas are diversified in angle and degree; the coupling and coordination between the water efficiency and changing speed of the industrial structure is low,and interaction is not obvious; while the water efficiency has a close relation to the rationalization and high-level degree of industrial structure,and regional difference is not obvious. The water resources are vitally important to the economic and social development of Manas River Basin. We must establish and enforce various comprehensive and strict measures to ensure the efficient and reasonable utilization of water resources for safeguarding the regional sustainable development in an all-round way.
