基于综合测度的甘肃可持续发展能力调控研究——以国家生态安全屏障区为例

On the Regulation of Sustainable Development Capacity of Gansu Based on Comprehensive Measures——Case Study of the National Ecological Security Defence

甘肃已确立建设国家生态安全屏障综合试验区,要求通过人口有序转移、主体功能区规划实施和区域发展,实现与区域经济、城镇化发展和生态文明建设有机结合的转型跨越。可持续发展能力是由紧密联系的五大支持系统组成的复杂系统,是衡量并体现全省跨越发展的综合指标体系,任意系统出现问题都将损坏区域整体可持续发展能力。通过综合测度甘肃省域可持续发展能力,分析可持续发展能力五大支持系统,紧密结合省情特殊性,定性、定量论述了国家生态安全屏障区可持续发展状况及其表现,并提出增强省域可持续发展能力的对策建议。

It is decided that Gansu will establish a comprehensive experimental zone for national ecological security defence, and it is demanded to realize the transformation leap of regional economy, development of urbanization and the construc- tion of ecological civilization organic through orderly population transfer, planning implementation of main functional area and regional development. Sustainable development ability, a complex system composed of five closely linked support sys- tems, is a comprehensive index system of measuring and reflecting the province＇s leapfrog development, and any prob- lems will damage the overall regional sustainable development capacity. Through a comprehensive evaluating of regional sustainable development capacity of Gansu Province, analyzing the support system for sustainable development and closely combining with the special situation of our province, the paper qualitatively and quantitatively discusses situation and per- formance of national ecological security defence region for sustainable development, and puts forward some countermeas- ures to strengthen the provincial sustainable development ability.
