创业投资引导基金与现代农业发展对接机制研究

Study on Connecting Mechanism between Fund to Guide Starting a Business and Modern Agricultural Development

现代农业资金短缺问题仅仅靠国家财政、信贷等传统融资渠道不能有效解决,创业投资引导基金是解决这一问题的重要途径之一。在厘清现代农业发展和吸引创业投资的机制、创业投资引导基金促进现代农业发展的机制后,明确了创业投资引导基金与现代农业的互补性、互惠性,为建立和完善现代农业创业投资引导基金提供理论和现实依据。最后,结合我国现代农业的特点及创业投资引导基金存在的问题,提出推进农业人口市民化、完善现代农业创业投资引导基金运行机制等相关建议。

The problem of lack of capital in modern agriculture can not be solved only by traditional channel such as national finance and credit, and fund to guide starting a business is one of the important ways. This article classifies the mechanism between modern agricultural development and attracting investment, and mechanism between of the latter to promote the former to define the mutual beneficial relation so as to provide theoretical and practical basis for the establishment and perfection of the fund. Based on this, combined with the characteristics of our modern agriculture and the existing problems in the fund, this article proposes relative policy suggestion for the promotion of urbanization and perfection of the operating mechanism of the fund.
