国家治理视域下我国体育产业政策的现实审视与发展策略

Reflections on the Chinese Sport Industry Policy and Its Development Strategy from the Perspective of National Governance

运用文献资料法,对国家治理的内涵进行分析,阐述由管理到治理引发的治理目的、体制、理念、结构、对象的五大转变。总结我国体育产业政策的优势:在政策类型上,初步形成体系;在政策制定上,部门间协作加强;在政策内容上,具备较高环境敏感性;在政策执行上,多元服务价值性凸显。探讨了我国体育产业政策的不足,即政策价值取向的弊端较多、政策主体单一性特征突出、政策内容的结构问题较明显;在优化体育产业政策制定手段、丰富体育产业政策主体选择、提升体育产业政策工具保障力度、完善体育产业政策内容结构、提高体育产业政策执行效力等方面提出建议。

Literature review is used to analyze the connotation of national governance and expound the five changes triggered by the management to governance including the governance purpose, system ,concept, structure and object. The study concludes that the advantage of sport industry policy in our country lies in the fact that a policy system has been taken its initial shape; the collaboration between departments is being strengthened in decision-making,with a high environment-sensitivity as the policy content. A plural service-value outlook has been highlighted in the aspect of policy enforcement. The study explores the weakness of the sport industry policy, including the imperfect value orientation of the policy, the simplicity of the policy subject and the structural problems in policy content. The study puts forward the suggestion as follows： to optimize the sport industry policy making, to enrich its subject qualifications, to improve the guarantee of the policy as the tool, to complete the content structure and improve its policy implementation.
