摘要
数字经济时代,数据隐私保护问题对企业的影响越来越大,很多企业已经把数据隐私保护纳入到风险管理的内容当中,企业隐私管理逐渐向标准化发展。从20世纪60年代至今,数据隐私管理标准的发展经历了三个阶段:FIP(公平信息实践)、PIA(隐私影响评估)和Pb D(隐私保护设计),呈现出的发展趋势为:从技术标准向管理标准发展、单一标准向综合标准发展,再到数据保护当局开始主导标准的设计。我国的数据隐私管理标准相对落后,仍停留在FIP阶段,我国企业要想在国际竞争中占据优势,应引进更先进的PIA标准和Pb D标准。
Data privacy is having greater and greater impact on companies in digital economy, and many companies have involved it into risk management system. Data Privacy management is moving towards standardization, and three main types of standards based on concepts of FIP, PIA and Pb D have appeared ever since 1960 s. The evolution of data privacy management standards reflects three trends： from technical standards to management standards, from unitary ones to comprehensive ones, and DPA is playing an essential rule in making standards. Compared to international data privacy management standards, ours are backward, still remaining at FIP stage. In order to become competitive in international market, Chinese enterprises should adopt more advanced data privacy standards like PIA and Pb D.
