基于消费水平升级的医护养老发展研究

Development of Medi-care Pension Service with the Upgrading Level of Consumption

结合消费升级理论及居民消费升级的现实,分析医护养老需求与消费的相关性,探讨医护养老供给的现状及存在的问题,指出医护养老的发展模式和保障措施。老年人消费能力的提升导致医疗、健康服务消费支出在其总支出中的比重不断增加,医护型养老服务迎来政策和市场机遇。相关制度缺位、养老服务人才缺口大、社会资本投资动力不足、支付能力低等,导致包括机构养老、医疗护理、临终关怀等医护养老服务供给不足。应发展"医"、"养"一体式、对接式的医护养老模式,并从立法、财政政策、人才培养机制等方面提供保障。

Combing with theory and the reality of upgrading consumption, the correlation between demand and consumption of health care was analyzed. To explore the current situation and existing problems of medi-care pension service, this paper proposed the ideal modes and measures. The increase of consumption capability of the elderly led to an increasing proportion of medical and health care expenditures in their total expenditure, which also brought great opportunities to the development of medi-care pension service. Disadvantages such as the absence of relevant system, lack of policy support. inadequate investment motivation, health care talent gap and low ability to pay for services led to insufficient supply of medi-care pension service and hospice. Integrated or jointed mode should be exploited, systems including legislative, fiscal policy, personnel training mechanism should be improved.
