基于强震台网观测的快速震灾评估系统的设想

摘要 通过实时地震观测数据获取能力和计算机性能的巨大提高 ,快速生成仪器观测的地面运动和地震动强度空间分布成为可能 ,利用这一成果结合地震灾害易损性研究成果和地震灾害评估模型 ,可以对破坏性地震造成的损失进行快速评估 ,为地震应急响应和决策指挥提供更可靠的信息支持。本文概述了利用强地面运动加速度观测资料进行地震灾害快速评估方法在国内外最新进展 ,提出了利用我省强震台网观测资料进行地震灾害快速评估的基本思路。 Through advances in real-time seismographic data acquisition combined with great advanced in the capacity of computer,it becomes possible to generate the map of instrumental ground-motion and shaking intensity rapidly (in 5-10 minutes). By using the instrumental ground-motion and shaking intensity and the achievement of earthquake loss estimation research during the past 10 years, the damage assessment of major earthquake will be greatly improved and quickened. Evidently the decision makers will benefit from rapid damage assessment for quickening earthquake emergency response and making decision. In this paper, the author summarizes the newest development in earthquake damage assessment base on the ground-motion observation data, and give out basic design for earthquake damage assessment by using the strong ground motion observed network in Fujian Province.
