国家“高考扶贫”政策的“逆向歧视”与纠正

“Reverse Discrimination”of State “Colleges Admission for Poverty Reduction”Policy and Rectification

国家"高考扶贫"是从2012年开始推出的一个面向贫困地区农村户籍考生高考招生录取的特殊政策。虽然国家"高考扶贫"政策的初衷是好的,但却同时带来了"逆向歧视"新教育不公平问题。政治哲学上的"分配正义"理论并不适用于优质高等教育机会的分配,因为优质高等教育机会并非个体生存的必需。对于国家"高考扶贫"政策的"逆向歧视",我们可以采取六大方面的积极措施予以纠正,以维护并推进国家高等教育机会的公平公正。

State 'Colleges Admission for Poverty Reduction'is a special policy initiated in year 2012 by the Chinese central government. It aims to poor area rural students. Although the policy's aim is good,it brings about a new problem of unequal access to education called 'reverse discrimination',which needs we and State Departments face seriously,pay highly attention to,and rectify it as soon as possible at the same times. The 'distributive justice'theory of political philosophy is not suitable for the distribution of high-quality higher education opportunities,because they are not the necessary for individual survival. We can take six active steps to rectify the 'reverse discrimination'of State 'Colleges Admission for Poverty Reduction'Policy,for maintaining and promoting equality and justice of State higher education opportunities.
