社会组织参与社区矫正制度研究

On Social Organizations' Participation in Community Corrections

立足于重庆市沙坪坝区在政府主导社会组织参与社区矫正理论与实践探索,查找出其缺乏完善的制度规范体系、舆论氛围不够、欠缺社工数量与专业化程度达不到对矫正对象有效进行精神调适的不足,通过借鉴比较国内外社会组织参与社区矫正的模式,对社区矫正工作提出完善法律法规、加大宣传力度、搭建有效平台、引入购买机制、加强制度建设的对策建议。

The paper is based on the exploration of theoretical and practical experience of organizations＇ participation community correction government-led by Shapingba district of Chongqing.It finds out the deficiencies of systems and regulations： inadequacy of good social atmosphere for public opinion,lack of social workers,and low specialization of social workers. All these deficiencies lead to the inefficacy of community corrections. By comparing the modes of social organization ＇s participation in community correction at home and abroad,it propose some suggestions including to improve laws and regulations,to enlarge the propaganda dynamics,to put up the efficient platform,to introduce purchasing mechanism,and to concentrate on institutional improvement
