我国隐型府际关系的多样性特征与重构

Diverse Features and Reconstruction of Implicit Intergovernmental Relations in China

在政府间关系的纵向关系研究中,隐型府际关系被忽略。其中,与政府形态、职能十分类似的城市政府、"特别区"政府、各类国家级产业示范区管理委员会、高新区管理委员会、自由贸易区管理委员会等隐型政府问题被忽视。这类机构在公共管理过程中地位特殊、典型示范作用凸显,行政职权"高半格",或者"计划单列",在决策与公共政策的制定方面鹤立独行,越来越需要关注。几十年来,这些隐型政府及内部结构上类政府、类企业性质直接导致了纵向关系中权力关系的复杂化、公共权力责任边界模糊,也同时造成一系列管理中的问题。因此,在府际间关系重新厘清过程中,进行结构、体制上的重构与规整,是当代中国政府体制变革的根本。

Implicit intergovernmental relations were neglected in the studies of vertical intergovernmental relations,such as municipal governments,similar to the form and function of governments,governments in special administrative regions,management committees in various industrial demonstration,high-tech zones and free-trade areas.These organizations,generally taking higher or single-list administration functions with advantageous positions and typical demonstration effect,should be paid close attention in the aspects of decision-making and public policy. In recent decades,these implicit governments and their inner divisions with semi-government or semi-enterprise features resulted in complex administration relations in vertical relations,blurred boundaries in public rights,and caused a series of contradictions and problems in administrations. Thus,in the process of transforming government systems,it is fundamental to reconstruct structures and systems in intergovernmental relations.
